Role Purpose
The Director IT Governance & Enterprise PMO will be responsible for the design, activation, and operationalization of enterprise-wide IT Governance, EPMO, and project controls, ensuring full alignment with business strategy, financial governance, procurement policies, and Saudi regulatory requirements (CST, NCA, SDAIA).
The role ensures regulatory compliance, disciplined portfolio execution, transparent decision-making, and strong executive oversight across all IT initiatives.
Key Responsibilities
IT Governance & EPMODesign and activate enterprise IT governance frameworks aligned with strategy and regulatory obligations.
Establish and operate Enterprise PMO (EPMO) structures, roles, decision rights, and escalation mechanisms.
Define and enforce project, program, and portfolio governance controls.
Enable standardized reporting, stage gates, and executive dashboards.
Portfolio & Financial GovernanceGovern the enterprise IT portfolio, ensuring prioritization aligned with business value and financial controls.
Establish portfolio-level financial governance, benefits tracking, and investment oversight.
Ensure integration between portfolio planning, budgeting, and AOP processes.
Regulatory & Compliance IntegrationEnsure IT governance frameworks comply with Saudi regulatory bodies, including:
CST (Communications, Space & Technology Commission)
NCA (National Cybersecurity Authority)
SDAIA (Data & AI Authority)
Embed regulatory compliance into project lifecycle, delivery controls, and audits.
Maintain audit readiness and regulatory reporting across IT initiatives.
IT Procurement & Vendor GovernanceDefine and enforce IT procurement governance integrated with the project lifecycle.
Lead and oversee:
Procurement planning
RFI, RFQ, and RFP execution
Vendor evaluation, selection, and onboarding
Govern contract lifecycle management, including renewals, SLAs, and compliance.
Ensure adherence to telecom procurement regulations and policies.
Executive Stakeholder ManagementAct as a trusted advisor to CIO, CTO, and executive leadership.
Facilitate governance forums, steering committees, and investment boards.
Provide clear insights into portfolio health, risks, compliance, and delivery performance.
Experience & Qualifications
1215+ years of experience in IT Governance, PMO, or Portfolio Management.
Telecom or regulated industry experience is mandatory.
Strong hands-on experience with Saudi regulations:
Proven experience in IT procurement and vendor management.
Hands-on experience with RFI/RFQ/RFP processes and contracting.
