We are seeking a highly experienced Operations & Maintenance (O&M) Manager to lead operations and maintenance activities for a large-scale, high-speed rail infrastructure project in the UAE. This role involves overseeing the operational readiness, maintenance planning, and lifecycle management of rail systems, while managing multidisciplinary teams and joint venture partners to ensure safety, reliability, and high-performance standards.Key Responsibilities• Lead and manage all operations and maintenance activities for rail systems, track infrastructure, and associated facilities• Develop and implement O&M strategies, procedures, and preventive maintenance programs• Oversee contractors, subcontractors, and JV partners, ensuring compliance with safety, operational, and contractual requirements• Coordinate with engineering, design, and project teams to resolve technical and operational issues• Monitor O&M performance, budgets, resources, and KPIs, including reporting and risk mitigation• Facilitate operational readiness, testing, and commissioning activities in alignment with project schedules• Ensure integration of O&M practices with design, construction, and long-term asset management plans
• Bachelor’s degree in Mechanical, Electrical, Civil, or Rail Engineering, or related field (Master’s preferred)• Minimum 15 years of experience in operations, maintenance, or asset management for large-scale infrastructure projects• Proven experience in joint venture (JV) project environments• Strong knowledge of rail systems, civil and mechanical infrastructure, and lifecycle management• Experience in the UAE or GCC region highly preferred• Excellent leadership, communication, and stakeholder management skillsPreferred Qualifications & Skills• Experience with high-speed rail, metro, or large transportation projects• Familiarity with FIDIC contracts, service agreements, and performance-based maintenance• Proficient in O&M planning, asset management software, and reporting tools• Multinational project experience with complex stakeholder coordination• Strategic thinking with the ability to optimize operational efficiency and reliability
